Confusing cause and effect.
The New York Times:
New York’s reliance on its transit systems explains why the boroughs other than Manhattan perennially top the list of American counties with the longest commutes. The average trip to work for residents of Staten Island, Queens, the Bronx and Brooklyn has hovered above 40 minutes for several years.Their commutes wouldn't be faster if they all tried to drive instead.
