Vietnam's Communist leaders recognise a need to fight graft. But it is unclear whether poorly paid party members will be able to resist temptation.

As if the United States has no corruption. It's all we're reading about. I suspect corruption is to government as the black market is to the economy. The more robust and efficient the one, the less so the other. That and the darker your skin the harder it is to tell right from wrong.
 
Or we know how to use in moderation?
